The CBO was created out of controversy between the executive and legislative branches. There was a lack of fiscal responsibility on the side of congress. Budget making by a committee was then a way to confront resource scarcity face on. This was a way for the congress to also check the executive branch in the budget making process. Using particular economic resources for one purpose makes it so that they are not available for another. This may seem like a logical standpoint, but it is one aspect of having scarce resources effecting public policy. Businesses and individuals alike understand the danger o scarce resources and revenues. In terms of individuals, the choice is between consumption and investment whereas for a business it is between capital gains and labor. The public sector has to, for instance, choose between what is done with taxes and spending. Some revenues will need to be raised in order to finance the government, but the real question comes from where those funds come from. The way the government or public sector deals with this is through the type of decision-making that takes place though budgetary processes conducted by the CBO. There is a lot more to all of this than just politics. There is a difference between making trade-offs for uses of funds than for those policies to change decisions. For instance, the government could say that it has two goals in terms of policy. They two policies are providing health ca re for everyone and providing enough defense capacity to be able to fight two wars at the same time. The real costs of these endeavors have to come into perspective. The classic way of looking at this dilemma is the guns versus butter model.

Ethical perception of leaders As stated by Adeyemo, Terry and Lambert, (2015) it is reflected that leaders should understand the personal and professional factors of employees or followers if they want to influence them in proper manner. The main ethical point of view of leaders is to influence the followers in positive manner. Being a leader, I have analyzed that the success of employees or follower should be done in ethical manner. If I could influence the employees and followers then I will use these strategies and powers to influence the employees or followers in positive manner. I will use these leadership intents to make effective leadership program. I need to implement proper level strategic program to showcase the best path to employees and followers for the betterment of organization. If these followers will do the right work in efficient manner then it will increase the value and productivity of organization at large. If I use proper ethical manner in working then it will increase my own efficiency whil e adopting particular leadership intents (Turner and Mller, 2015). Closing synthesis section After evaluating the details and critical analysis of various journal articles of the leadership, I have analyzed these leadership theories and leadership practice implication depends upon the various factors. I have considered that if proper level of communication program and perception factors of followers are gauged in proper manner then it will helps my leadership style in effective manner (Mwenda and Wachira, 2015). As per my own behavior and learning outcomes throughout my course, I have learned that I should adopt autocratic leadership style and theory while influencing employees and followers in business. In addition to this, I have also learned how to influence other behaviors in positive manner. I have analyzed that I should consider all the internal and external factors of business in positive manner. If I could absorb autocratic leadership style in my influencing behavior then it will increase the overall productivity. It would infer that if I want to make my future bette r leader then I should master one leadership style to make my own working effective (Giltinane, 2013).
